040414-N-VN372-001 ZAMBALES, Philippines – (April 14, 2013) From left: U.S. Exercise Deputy Director Balikatan 2013 Marine Corps Brig. Gen. Richard Simcock, US Embassy Manila Representative Steve Weston, Vice Governor of Zambales Ramon Lacbain and Philippine Navy Rear Adm. Jose Miguel Rodriguez cut a ceremonial ribbon to mark the completion and official opening of the new San Pascual footbridge in the San Narciso municipality. The footbridge was one of seven engineering civic action projects (ENCAP) completed by Combined/Joint Civil Military Operations Task Force (CJCMOTF) units in support of exercise Balikatan 2013. Balikatan is an annual Philippine-U.S. bilateral exercise. Humanitarian assistance and training activities enable the Philippine and American service members to build lasting relationships, train together and provide assistance in communities where the need is the greatest.
