Photos by CM3 Steven McAlister Seabees from Naval Mobile Construction Battalion (NMCB) 4s Construction Civic Action Detail (CCAD), Cebu, Philippines, held a ribbon-cutting ceremony to mark the completion of four construction projects, Feb. 3. NMCB 4 Bees renovated four facilities for the Philippine Department of Social Welfare and Development home for girls, an adult vocational rehabilitation center, womens shelter and living quarters for persons with disabilities. NMCB 4s CCAD turned over five rooms that were previously unused or nonfunctional, and made quality-of- life improvements to four facilities adding new ceilings, utilities and toilets; bug screens for the kitchen; and a wheelchair-accessible ramp for a basketball court. The work was completed in partnership with Armed Forces of the Philippines engineers from the Philippine Army 53rd Engineer Brigade.

CE1 Michael Fenstermaker, assigned to NMCB 4's CCAD Philippines, cuts the ribbon at ceremony for a Rehabilitation Center for Youth building, Lebangan, Cebu City, Cebu, Feb. 3. NMCB 4 is deployed to the Pacific area of responsibility in support of humanitarian assistance operations and to maintain relationships with regional governments through construction projects. Commander, 30th NCR provides operational control over naval engineering forces throughout the Pacific, Southwest Asia and the western United States in response to Combat Commander and Naval Component Commander requirements. They serve an integral part of the Naval Construction Force and accomplish major combat operations, theater security cooperation, humanitarian assistance, disaster recovery and Phase Zero requirements across the Pacific area of responsibility.
