Toner, IV at the U.S. Navy Memorial in Washington, D.C., Sept. 23, 2011. Toner was killed in Afghanistan in 2009 by an enemy insurgent who had infiltrated the Afghan National Army. During the attack Toner, though unarmed, verbally challenged the attacker allowing a fellow officer to seek help and preventing another wounded officer from being shot again and killed.
